Vice-President joins Agatti fisheries outreach for the blue economy

The Department of Fisheries held an outreach programme at Agatti in Lakshadweep on 31 August 2026 with the Vice-President of India in attendance. The event was framed around strengthening India’s blue economy from an island platform where fisheries are not a side occupation but a central livelihood system.

During the programme, Mission Rangeen Machhli 2031 — a strategic action plan for ornamental fisheries — was released. The focus areas listed in the outreach note were fisheries farmer-producer organisations and cooperatives; tuna; seaweed; ornamental fisheries; island livelihoods; and women-led enterprises. In a geography of atolls and limited land, those sub-sectors matter because they diversify income beyond a single catch season and create roles that shore-based women’s groups can actually hold.

The policy frame cited at Agatti included the Sustainable Harnessing of Fisheries in the Exclusive Economic Zone rules of 2025 and the High Seas rules of 2025, with access passes and authorisations under those rules. That legal scaffolding is the quiet half of the story. Island fishers need markets and boats; they also need clear authorisation when work moves from territorial waters into the EEZ or high-seas regimes.

Production and export tonnage figures appearing in some clips of the outreach were truncated in the source available to this desk. They are therefore not reproduced here and not invented. What can be reported safely is the place, the date, the Vice-President’s attendance, the release of Mission Rangeen Machhli 2031, and the thematic stress on FPOs, tuna, seaweed, ornamental fisheries and women-led enterprises under the 2025 EEZ and high-seas rules.

Lakshadweep’s fisheries politics often swings between conservation limits and livelihood urgency. An ornamental-fisheries mission with a 2031 horizon is an attempt to build a high-value, lower-volume lane alongside food-fish and seaweed. Whether Agatti’s outreach becomes budgets, hatcheries and cold-chain investments is the next test. Monday’s public fact is that the mission document was released on island soil with the Vice-President present, and that cooperatives and women-led enterprises were placed at the centre of the spoken agenda. Island fisheries policy fails when it imports mainland templates without cold chain, bait, and boat finance sized for atoll distances. By placing FPOs, seaweed and ornamental fisheries beside tuna, the Agatti outreach at least named diversified income paths that women-led groups can enter without deep-sea capital. The Mission Rangeen Machhli 2031 document will matter if it is followed by hatchery support and market linkage on a published timetable. Until then, the 31 August record is the release itself and the policy frame under the 2025 EEZ and high-seas rules.
