Cabinet clears fresh land pooling of over 6,200 acres at Kantheru–Tadikonda for rail and ring road

Andhra Pradesh’s Thursday Cabinet on 4 September 2026 put capital-region infrastructure and farm-price supports on the same decision list. Fresh land pooling covering more than 6,200 acres in Kantheru and Tadikonda was cleared for a railway line, the Inner Ring Road and grid-road extensions — a Development cutting kept separate from the Chief Minister’s political briefings on water propaganda and 34 percent BC reservation.
Administrative sanction for Amaravati Sanghamam at Sakhamuru was also on the table, covering a State Public Library, an auditorium and a Global Institute of Good Governance. That campus file is recorded here as admin sanction; construction timelines beyond the locked brief are not invented.
Farmer-facing money decisions were specific. The Cabinet locked ₹281 crore support for Totapuri mango and ₹94 crore tobacco direct benefit transfer routed through Markfed and DBT systems. APTRANSCO received a ₹950 crore government guarantee. APGENCO was backed with corporate guarantees totalling ₹1,050 crore for APPDCL borrowings. An 800 MW Owk pumped-storage project allotment to a private developer was cancelled. A price sub-committee of Payyavula Keshav, Nadendla Manohar and Atchannaidu was noted on the same day’s political-economic brief.
The Cabinet discussion also carried drought context: El Niño-linked rainfall about 52 percent below normal, with drinking-water, drought-mitigation and fodder measures flagged, and central aid to be sought if conditions worsen. Local-body polls by end-October despite litigation remained the political overlay, and ministers received a standing ovation note for the Veligonda and Polavaram left-canal inaugurations with praise for Water Resources Minister Nimmala Rama Naidu. What it does not invent is a survey-number map of every pooled survey field, a contractor name for Sanghamam, or a notified drought package beyond the rainfall-deficit figure locked above. Land pooling above 6,200 acres in Kantheru and Tadikonda is capital-region plumbing: rail alignment, Inner Ring Road, and grid extensions need contiguous corridors that piecemeal acquisition rarely delivers. Routing tobacco money through Markfed and DBT is meant to shrink middlemen leakage. APTRANSCO’s ₹950 crore guarantee and APGENCO’s ₹1,050 crore corporate guarantees for APPDCL are balance-sheet supports to keep power utilities borrowing through a tight season. Cancelling the 800 MW Owk pumped-storage allotment to a private developer is a policy reversal that clears a site file even if a replacement allotment was not locked.
The 52 percent rainfall deficit under El Niño framing explains why drinking water, fodder and possible central drought aid appeared in the same Cabinet conversation as ring roads and mango money. Development decisions in a dry year are always also drought decisions.
