A notice is not a deletion. Absence three times can become one.

Chittoor district identified 1,34,307 voters whose Special Intensive Revision enumeration forms were filled wrongly for lack of awareness, or who were not fully mapped to the 2002 electoral roll, and placed them on an anomaly list. By Friday, 21 August 2026, notices had reached 1,23,595 of them — 92.02 percent. The remaining 10,712 were to be served on Saturday, 22 August. Those four numbers are the district’s own count. This desk will not round them.

After the house-to-house survey, the Election Commission released the draft roll on 31 July. Claims and objections are open till 30 August. That window is the citizen’s clock. It is not a polling calendar. This desk will say what is not here: there is no Form B on this card. There is no local-body election notification on this card. There is no polling date on this card. If a Form B or a poll date is not notified, it is not notified.

Constituency notice-delivery as of Friday ran in this order. Nagari 99.39 percent first. Gangadhara Nellore 95.61 percent. Palamaner 93.16 percent. Puthalapattu 92.37 percent. Kuppam 89.30 percent. Chittoor 87.69 percent last among the six. Mandals and municipalities at 100 percent: Kuppam, Nagari urban, Puttur urban, Palamaner urban, Nagari rural, Vadamalapeta, Nindra. Lowest: Ramakuppam 82.04 percent; Chittoor urban 84.04 percent; Kuppam rural 85.71 percent; Bangarupalyam 88.25 percent. Percentages are delivery percentages. They are not turnout. They are not deletion rates.

Of those already noticed, 17,292 attended hearing and gave documents. Forty-eight thousand seven hundred and twenty-three were absent on the given date. Many absentees, the public filing says, are elderly or did not know where to appear. Absentees get notices three times. Names are deleted if they still do not come. Elderly persons, persons with disability and the ill face hardship attending hearings. Hardship is the public-interest sentence. Deletion after three absences is the process sentence. This desk will not invent a fourth notice, a waiver order, or a home-hearing rule that is not on the card.

Noticed voters have seven days to appear before Assistant Electoral Registration Officers with any one of 13 Election Commission-specified documents. Fresh Form-6 covers new 18-year-olds. Forms 7 and 8 cover deletion, address change and correction. The draft list and noticed-voter details are at polling stations and village and ward secretariats. Thirteen documents and seven days are the response lock. Form-6, Form-7 and Form-8 are correction tools. They are not Form B. Form B is a party symbol paper. It is not on this filing.

Sunday, 23 August, is a statewide Booth Level Officer-at-booth day on a separate Chief Electoral Officer calendar. That Sunday programme is not this Chittoor notice count. This cutting is the Friday-to-Saturday anomaly-notice delivery in one district. This desk will not fold the statewide booth day into Chittoor’s 10,712 leftover notices.

Chittoor is the district and the town. The six Assembly constituencies named above are the delivery map. This desk will not invent a Booth Level Officer’s name, an Assistant Electoral Registration Officer’s roster, or a single deleted elector’s EPIC number. Those details are not on the card.

The honest picture is 1,34,307 anomaly and unmapped voters, 1,23,595 notices by Friday, 10,712 left for Saturday, a draft roll dated 31 July, claims open till 30 August, 17,292 who came with documents, 48,723 who did not, three notices before deletion, thirteen specified documents, seven days to appear, and a district where Ramakuppam lags and Nagari leads on delivery. What this desk will not print is Form B, a local-body notification, or a booth date. The revision is a roll process. The election, on this card, has not been notified.
