On Wednesday, 20 August 2026, Hyderabad CGST Zone officers searched a pan-masala and tobacco unit at D Pochampally on the Hyderabad outskirts in Medchal-Malkajgiri district. The public lock describes a tin-shed floor. On that floor, officers reported about 56 workers manufacturing and packing pan masala, scented jarda or zarda, and tobacco products. They also reported 40 undeclared Form-Fill-Seal pouch-packing machines. Forty machines and about 56 workers are the manpower-and-machinery scale on the card. Seizures reported on the lock include finished stock of about 5,500 kg, including ready-to-dispatch consignments valued at ₹76 lakh; about 2,015 kg of pan-masala mixture; about 810 kg of tobacco; packing material; the 40 FFS machines; two vehicles; and documents. ₹76 lakh is the ready-consignment valuation on that seizure line. It is not the evasion total. About 5,500 kg, about 2,015 kg and about 810 kg stay hedged as the department’s own soft counts.

The department’s allegation is that the unit ran without registration and cleared goods without GST, without the Health Security se National Security cess, and without central excise. HSNS cess and the capacity-based excise regime have been in force since 1 February 2026. Capacity-based is the regime word on the card. A key organiser was arrested on Thursday, 21 August 2026. The Special Judge for Economic Offences, Hyderabad, remanded him for 14 days. The arrested person’s name was not on the opened cards.
